The club said they have withdrawn their offer to wingers, and Anthony's move toward United from Real Betis has stalled despite a Manchester United source telling ESPN.
The two clubs have negotiated a permanent deal worth up to £25 million ($34 million), but when Betis issued a statement on Friday, Legend took a new twist: “Anthony disagreed with Anthony and we have withdrawn the offer.
“We can’t afford the fees and amounts that Manchester United has to pay the players before the transfer.”
Sources told ESPN that United accepted the offer, but Betis withdrew it with concerns about Anthony's salary.
Anthony was allowed to discuss personal terms with Betis, who successfully borrowed a loan last season.

If the deal ends up with the final green light, it will end Antony’s three-year example at Old Trafford.
He arrived from Ajax in 2022 under his partner Erik Ten, his efforts have made a significant impact. His transfer fee of £86 million ($116 million) makes him the second most expensive signing in Manchester United history, behind Paul Pogba.
Anthony was impressed with the loan loan borrowed by Betis last season, with his January move scoring nine goals in 26 games.
After returning to Manchester United this summer, he was omitted from the team, played in the preseason tour of the United States and ordered the senior team to train with other players surplus to meet the requirements, including Alejandro Garnacho and Jadon Sancho.
