Social Security Commissioner Frank Bisignano will also hold a new position as CEO of the IRS, the Treasury Department announced on Monday.
Bisignano, who was previously CEO of a payment multinational company before being identified as head of social security in May, will continue to lead the agency, which distributes payments to more than 74 million beneficiaries every month. He has committed to improving customer service and enhancing technology in social security.
In unusual arrangements, Treasury Secretary Scott Bessent will continue to serve as acting commissioner for the IRS, who has had multiple chiefs over the past year. The department announced that Bisignano will be responsible for managing the IRS and overseeing its daily operations while reporting to Bessent.
At the IRS, Bisignano will “strengthen our focus on collections, privacy and customer service,” Bessent said in a statement.
“The IRS and SSA – the two most public and most widely influential federal agencies – also share many of the same technical and customer service goals,” the Treasury said in a statement. “This makes Mr. Bisignano a natural choice for this role.”
The appointment was because the IRS lost a considerable number of employees as the Trump administration sought to narrow the size of the federal government and had to make major tax changes to the A Big Beautiful Act before the January tax filing season began.
